Prime Minister appreciated green landscape of the Urban area to serve people

This morning on 6th December 2016, Prime Minister Nguyen Xuan Phuc visited social housing project at Dang Xa Urban area – Gia Lam – Hanoi to learn the situation, the lives of people, the work of deploying housing for low-income people and also worked with authorioties about this model. This visit of the Prime Minister is to prepare for the national reference about social housing taking place on 7th December 2016. Minister of Construction Pham Hong Ha, Deputy Chairman of Hanoi People’s Committee Nguyen The Hung also joined in the delegation.

As soon as walked off, Prime Minister Nguyen Xuan Phuc has come directly to survey the third phase of Dang Xa social housing project and visited households living in urban area. The sudden appearance along with friendly attitude, Prime Minister made a lot of people surpried and touched.

Prime Minister inquired for lives and satisfaction of people living in urban area

In particular, Prime Minister shaked a hand with elderly people, closed to children, observed and commented on each item, urban landscape and he directly went to the kitchen, bathroom to check quality of construction project when getting into the flat of the spouse Mr. Vu Kien Cuong and Mrs. Do Thi Thanh Lan at D17 building belong to the first phase of project.

After visiting urban area, talking to people here, Prime Minister expressed his satisfaction on the planning, design, especially an investment in social infrastructure is syncronised including school, kinder garden, sport area, service area, trees and landscape, park, supermarket, parking etc to creat a green environment, clean and improve people living standards of the urban residents.

Friendliness and closeness of Prime Minister make people living in urban area touched

The Prime Minister appreciated the leadership of Ministry of Construction, People’s Committee of Hanoi city and effort of Viglacera Corporation JSC in deploying social housing project quickly, quality ensurance with reasonable price. Such result achieved, according to Prime Minister, is due to “put the interests of people on the top, not profits” while ensuring efficiency.

“Mechanism and policies, how to use resources, location, design, portion between social housing, commercial housing, houses for hire” is an issue given by Prime Minister and can be solved from real model such as Dang Xa urban.

Shortly after the visit, Prime Minister had a quick conversation with Construction Minister Pham Hong Ha, representatives of People’s Committee of Hanoi city, Gia Lam district and leaders of Viglacera Corporation JSC.

Mr Nguyen Anh Tuan – General Director of Viglacera Corporation JSC reports to Prime Minister about implementing Dang xa social housing project

Reporting to Prime Minister, Mr Nguyen Anh Tuan – General Director of Viglacera Corporation JSC said, by receiving support of the State, social housing project reduced price, in particular, the Government spent credit support package 30.000 billion dong with preferential interest rate for business firms in developing social housing project and for people to purchase and for lease social housing. In five years, Viglacera implemented 3 phases of building social housing under the Government direction with about 3.500 flats equal to about 10.000 people, having area from 35.8 – 69.5m2, price just 8.860.000 dong/m2, with a flat area of 35.8 m2 the total value price is about 317 million dong.

Housing for low-income people in Dang Xa built by Viglacera Corportation JSC won several prestigious awards: Award “Vietnam Green Architechture 2014”, Award “High Quality Construction Works 2014” and international real estate award for real estate project meet international standard.

Mr Nguyen Anh Tuan – General Director of Viglacera Corporation JSC expressed some proposals from the business to Prime Minister

Because of increasing demand of social housing while supply has not satisfied, Mr Nguyen Anh Tuan recommends Government to consider about spending more land as well as research for credit support package with preferential interest rate for businesses joining in social housing investment and for people lending money, leasing social houses in order to meet the needs of low-income people…

Also at the meeting, Mr. Nguyen The Hung – Deputy Chairman of Hanoi People’s Committee affirmed that social housing area of Viglacera Corporation JSC is one of the best successful social housing model for low-income people and is the hightlight of social housing in the whole coutry in general and Hanoi city in particular. Last time, Hanoi city has collaborated with Viglacera planning expansion for construction of social housing in which focus on social housing.

Currently, there are many social housing projects being conducting but lack of loans and people are also looking forward to the new credit package like 30 billion package previously. Therefore, Hanoi city proposes Government to support funding for projects and for people…

Minister of construction Pham Hong Ha reports to Prime Minister about investment direction on social housing

The Minister of Construction Pham Hong Ha says: to develop social housing model, bring benefit to low-income people from good infrastructure services like medium and high standard buildings then there is a need of decentralization to the satellite cities and social housing project is put in a general urban area with full facilities, modern infrastructure, synchronization like Dang Xa urban area of Viglacea. If conducting only social housing project, it is difficult for businesses. In addition, the regulation that businesses are only entitled to 10% of the profit makes many companies hesitate to participate.

The Minister of Construction Pham Hong Ha said that instead of 30 billion package, the State should have regular credit package for social housing projects then businesses will invest more in such segment.

Prime Minister stressed the need of replicated Dang Xa social housing  

In the next time, the Government will prioritise funding for social housing projects, serving housing for people, especially for low-income people. The Prime Minister asked Hanoi People’s Committee to continue providing land for Viglacera Corporation JSC to implementing social housing construction projects in Hanoi. Prime Minister considers the social housing project in Dang Xa urban is a good model and can be raised at a national conference about social housing being held tomorrow (7th Dec) so that from such model to learn a lesson and replicate over the country.
