PRESS HIGHLIGHTS: Provincial Party Committee Leadership Inspects Progress of Yen Ninh Social Housing Project and Tran Yen Industrial Park Infrastructure Project

Continuing the working agenda, on the afternoon of June 17, Mr. Duong Quoc Huy, Member of the Party Central Committee and Secretary of the Provincial Party Committee, together with a provincial delegation, conducted an inspection of the Yen Ninh Social Housing Project in Yen Bai Ward and the Tran Yen Industrial Park Infrastructure Project.

Accompanying the delegation were Mr. Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Mr. Nguyen Tuan Anh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Ms. Giang Thi Dung, Deputy Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation; Mr. Nguyen The Phuoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the Province; members of the Provincial Party Standing Committee; and representatives of provincial departments and agencies.

At the Yen Ninh Social Housing Project, the delegation conducted a site inspection and received an update from the investor on project implementation progress.

The project is developed by Hacom Lao Cai Investment JSC on an area of more than 22,000 m², with a total investment of over VND 910 billion. According to the approved plan, the project comprises five 11-storey social housing apartment buildings together with synchronized technical infrastructure, providing housing for approximately 2,189 residents.

To date, the project has completed all required legal procedures, trial piling works, mass bored piling works, and the construction of the site management area, gates, and perimeter fencing. Foundation works for the residential blocks are currently underway. The investor aims to complete and hand over the first buildings in 2027.

During the site inspection, Provincial Party Secretary Duong Quoc Huy emphasized the significance of the project in implementing social housing development policies and meeting the accommodation needs of low-income residents, workers, and laborers in the province.

He requested the investor to mobilize manpower and equipment while taking advantage of favorable weather conditions to accelerate construction progress, while ensuring construction quality, occupational safety, and environmental sanitation.

Relevant departments and agencies were also instructed to continue supporting the project by promptly resolving difficulties and obstacles, thereby facilitating implementation in accordance with the planned schedule.

The delegation subsequently inspected the implementation progress of the Tran Yen Industrial Park Infrastructure Project, one of the province’s key projects aimed at creating a clean land bank, attracting investment, and promoting industrial development.

According to reports from local authorities and relevant agencies, the project covers an area of more than 254 hectares and affects approximately 425 households, individuals, and organizations. To date, site clearance for the western section of the project has been substantially completed, with more than 108.4 of the total 109 hectares cleared, equivalent to approximately 99.4%, and 163 out of 165 households having handed over their land. The competent authorities have completed land allocation and land lease procedures for more than 107.9 hectares, enabling the investor to commence infrastructure development.

For the eastern section, relevant agencies are accelerating land inventory, land-use origin verification, and the preparation of compensation, support, and resettlement plans to facilitate early handover of the site for construction. Communication and public outreach activities are being carried out regularly to build public consensus and address challenges arising during project implementation.

At the inspection meeting, Provincial Party Secretary Duong Quoc Huy acknowledged the efforts of local authorities, departments, agencies, and relevant organizations in carrying out site clearance activities. He emphasized that Tran Yen Industrial Park plays a strategic role in the province’s industrial development strategy by attracting secondary investors, creating employment opportunities, and improving local incomes.

He requested local authorities to continue mobilizing the entire political system, strengthen dialogue, communication, and public outreach efforts to foster consensus among residents, and focus on resolving outstanding issues, particularly cases where land inventories have not been completed or compensation plans have yet to be agreed upon.

The investor and contractors were instructed to proactively prepare sufficient manpower, equipment, and financial resources to implement infrastructure works simultaneously as soon as land becomes available, ensuring project quality and adherence to the planned schedule.

Following inspections of both projects, the Provincial Party Secretary emphasized the need for all levels of government and relevant agencies to maintain a proactive and decisive approach in implementation, strengthen coordination, and promptly resolve challenges and obstacles. These efforts are intended to create the most favorable conditions for key projects to be implemented on schedule, thereby contributing to the province’s socio-economic development in the new phase.
